The District’s managing staff is on the leading edge in terms of expertise and service among rural water providers in Texas. What a good story there is to tell about the history of the District. So much has transpired over the decades to stay ahead of the growing demand for water utility service in this part of North Central Texas. It takes the right people to couple vision and initiative to bridge planning with deployment.
Peter Kampfer, General Manager
In March of 2020, Peter Kampfer hired as the JCSUD General Manager. "Pete" has shared his enthusiasm for coming aboard with the District. He shared with the employees that he brings over 30 years of successful management and business experience to his new position with JCSUD.
Previously, Kampfer was the general manager of the Brazos Regional Public Utility Agency (BRPUA) in Granbury. The BRPUA primarily manages and operates the water treatment plant on Lake Granbury to provide drinking water to JCSUD and Acton MUD for Johnson and Hood county residents.
Pete added that his experience in utility administration is extensive, having served as city manager in Hamilton and Colorado City, Texas; also, in Oberlin, KS; Alamosa CO; and Raton, NM. His primary emphasis areas included fiscal strength and sustainability, economic development, and water utility resource development.
Among other brief comments, Kampfer was very complimentary of the JCSUD staff, the new facilities, and looking forward to working with the Board of Directors.

Danny Armstrong, Operations Manager
Danny Armstrong has 18 years of experience in water and wastewater utilities. Danny has worked in every JCSUD department within Operations, and has been Operations Manager for the last four years. He is TCEQ dually certified in water and wastewater systems. Danny’s style, initiative, and attitude are also the key ingredients in shaping the ideal leader to take operations into a new era and the next level.

Dana Collier, System Development Manager
Dana Collier has a variety of strengths that qualify her as the System Development Manager.
She brings more than 18 years of GIS (CAD and ESRI) mapping experience to the district. In 2009, she started with the District as contract labor to convert the CAD mapping system over to the ESRI mapping system. In 2012, with her experience in the Oil and Gas industry, land records, easements, and GIS, she was brought on full-time as the System Development Coordinator Assistant. In 2017, with her experience in planning, coupled with her past experiences she was promoted to System Development Manager.
Dana manages new development planning, new growth activities, assists the engineer in monitoring the system hydraulic model, as well as the GIS system for the District.

Joshua Howard, Finance Manager
Joshua Howard hired on with Johnson County Special Utility District in February 2016 in the Finance department as an Inventory/Internal Control Analyst. “Josh” applied the knowledge gained through achieving a Bachelor of Science in Accounting degree and past experiences to exceed the expectations of this position. Josh demonstrated a desire and aptitude to advance in the water and wastewater industry.
In May of 2017, Josh was promoted to Customer Service Supervisor. Under this new position, Josh learned another dimension of JCSUD and began working as a liaison for customers to capture feedback to improve customer service and ensure that quality and service exceed customer expectations. Josh’s successful management of the Customer Service department and leadership skills proved that he was able to take an increase in responsibility.
In January of 2019, Josh assumed the role of Utility Services Manager. This position allows Josh to continue overseeing the Customer Service department but added the oversite of the Utility Services department, which includes; the Billing department, Advance Metering Infrastructure (AMI) meter reading systems, devices, and software, meter and meter box maintenance, AMI infrastructure maintenance, and overall network health.
Josh accepted the position of Finance Manager in September of 2020. Josh's education and diversity within the organization makes him the ideal candidate to manage the Finance Department.
Josh looks forward to long and fulfilling career with JCSUD applying his education, knowledge, and experience to provide a level of service that exceeds stakeholders’ expectations.

Kelli Roberts, Human Resource Manager
Kelli Roberts was selected from a very large pool of qualified HR professionals. She brings over 3 years of experience to the position here at JCSUD. As Human Resource Manager, Kelli is responsible for the overall leadership of the HR department and is currently working with me to review/implement the following department components:
- Action Plan and Human Resource Department Roll-out
- HR Audit/Assessment to determine any need gaps
- Submit and track the Personnel Policy Manual for legal review
- Develop Job Descriptions and Budgets by Department
- Onboarding/ Offboarding procedures – Interview process has been defined and checklists in place.
- Payroll – process and development needs
- Internal Public Relations/ Employee Communications/ Social media updates
- MBTI Assessments
Kelli’s years of training in an Administrative capacity has more than prepared her for the position and she is excited to take on the challenge. Her rapport with staff and department managers helps ensure a smooth transition into this role. We know she is going to continue to be an asset to the Company in her new role!
