The District’s managment team is on the leading edge in terms of expertise and service among rural water providers in Texas. What a good story there is to tell about the history of the District. So much has transpired over the decades to stay ahead of the growing demand for water utility service in this part of North Central Texas. It takes the right people to couple vision and initiative to bridge planning with deployment.
Pete Kampfer, General Manager
At the behest of the Board of Directors, Pete is responsible for the day-to-day operation and oversight of all District operations, governance, activities, financial accountability, system development and planning, system operations, communication and information system initiatives and vision planning. Pete finds professional gratification through less overt paths in team leadership.
He brings 32 years of successful management and business experience to his position with JCSUD. His primary emphasis areas included fiscal strength and sustainability, economic development, and water utility resource development. He previously served as the General Manager of the Brazos Regional Public Utility Agency (BRPUA) in Granbury, which primarily manages and operates the water treatment plant on Lake Granbury to provide drinking water to JCSUD and Acton MUD for Johnson and Hood county residents. Pete has extensive experience in utility administration, having served as City Administrator in Hamilton and Colorado City, Texas, Oberlin, KS, Alamosa, CO and Raton, NM.
Pete enjoys international travel and is fluent in several Northern European languages.

Danny Armstrong, Operations Manager
Danny coordinates the overall quality, production, treatment, transmission, and storage of the water supply and wastewater treatment system. Danny’s style, initiative, and attitude are the key ingredients in shaping the ideal leader to take operations into a new era and the next level.
Danny has over 20 years of experience in water and wastewater utilities. He has worked in every JCSUD department within Operations and has been Operations Manager for the last five years. He is dually certified in TCEQ water and wastewater systems.

Dana Collier, System Development Manager
Dana manages development planning, new growth activities, and assists the engineer in monitoring the system hydraulic model, as well as the GIS system for the District.
Dana brings over 20 years of GIS (CAD and ESRI) mapping experience to the District. One of her major projects was converting the CAD mapping system to the ESRI mapping system for the District. Dana has extensive experience in the oil and gas industry, land records, easements, GIS and planning.

Jeremiah Bihl, P.E., Engineering Manager
Jeremiah develops, supervises, and coordinates all engineering work in support of a wide range of complex projects for the District. He strives to utilize sound engineering practices with new technology to make the District safe, efficient and productive.
Jeremiah is a licensed Professional Engineer in the State of Texas and holds a Bachelor of Science in Geoscience from Angelo State University and a Master of Science in Environmental Engineering from New Mexico Institute of Mining and Technology. He has provided design and project support for a number of water and wastewater system projects including conventional and advanced water treatment facilities, water line, and sewer line improvements and replacements.
Jeremiah enjoys spending time with his wife and four daughters, showing them new experiences and making memories. In his free time, he enjoys fishing, hunting, gardening, and playing games.

Josh Howard, Finance Manager
Josh is the chief fiscal officer of the District, with full and direct management responsibility of fiscal management, accounting, budgeting, and investment management. Josh strives to enhance compliance, financial sustainability & transparency, and service delivery for the benefit of customers and stakeholders.
Josh holds a Bachelor of Science in Accounting and has a diverse background within the organization. He has served numerous roles at JCSUD over the past 5 years including Customer Liaison, Customer Service Manager, Utility Services Manager, and Finance Manager. He recently led the conversion of the new financial software throughout the District.
Josh spends most of his free time with his wife and three kids. He enjoys coaching his children’s sports teams, spending time outdoors, and golfing.

Kelli Roberts, Human Resource Manager
Kelli creates impactful internal benefits and Human Resources communications and develops strategies to ensure programs are implemented successfully. It is her mission to develop, implement and support programs and processes that add value to JCSUD and its employees. Kelli strives to improve employee welfare, growth and retention, and empowerment, while remaining committed to JCSUD’s key business drivers, its management, customers and employees.
Kelli has over 15 years in administrative experience and has been with JCSUD for four years. She has served numerous rolls at JCSUD including Customer Service Representative, Administrative Assistant to the General Manager and Human Resource Manager. Kelli is currently enrolled in the National Certified Public Manager Program.
Kelli loves spending time with her son. When not at work, she can be found fishing, camping, or enjoying a great book.

Carrie LaFountain, Customer Service Manager
Carrie plans, organizes and coordinates the activities and operations within the Customer Service Department. She combines her passion, experience, and ability to develop life-long relationships with customers to provide a courteous, service-oriented environment.
Carrie brings over 25 years of customer service experience from multiple different avenues to the District. Her previous experience coupled with her strong leadership skills quickly advanced her to Customer Service Manager after starting with the District. She leads with the vision that the customer comes first and excels at understanding and matching the customers' needs and expectations. Carrie takes great pride in leading her team of 8 exceptional Customer Service Representatives.
Carrie enjoys exploring new countries by cruising the ocean with family and friends. She has a passion for snorkeling and parasailing and plans to pursue underwater diving.

Sarah Bauman, Communications Manager
Sarah leads the overall development and execution of internal and external communication strategies, public relations, and community outreach. She has a passion for building quality relationships to help build the capacity of team members to lead and support their organizations and communicate effectively.
A proud graduate of Texas Tech University, Sarah received her B.S degree in Human Development. She is a certified Professional Community and Economic Developer (PCED) and is experienced in planning and organizing the implementation of community improvement projects, strategic planning, marketing, tourism, communications, grant writing, and business development. Sarah was recently recommended by her peers and accepted into the 2021 Leadership Texas Program.
Sarah enjoys traveling with her husband and their three adventurous teenage boys. She especially enjoys live music, historic downtowns, local restaurants, and exploring the outdoors.
