March 2026 Board of Directors Meeting Press Release

The District Board of Directors met on Tuesday, March 17, 2026, at 4:30 P.M.

Attorney Scott Cain provided the Board with a brief refresher on the Texas Open Meetings Act, highlighting the key compliance requirements and regulations. This overview is provided routinely to the Board to recap important information for existing and new board members, as part of JCSUD’s commitment to transparency and good governance.

Cody Jones of Hazen and Sawyer provided the Board with an update on the Arlington Supply Transmission Main Project, highlighting continued progress in planning and coordination efforts. In late February, the project team conducted a field alignment evaluation to refine the proposed route for improved efficiency and worked with District staff to begin developing a comprehensive communications plan to support both internal coordination and public outreach. A project management workshop was also held to align the detailed schedule with key Board and executive milestones, ensuring timely and informed decision-making. In early March, the team met with Southland Holdings to evaluate potential construction manager-at-risk (CMAR) involvement, while ongoing efforts include reviewing an updated water model to optimize system integration. Looking ahead, additional workshops will focus on funding and procurement strategies, with recommendations anticipated to be presented at the April Board meeting.

The Board approved an amendment to its Certificate of Convenience and Necessity (CCN) application with the Public Utility Commission of Texas under Docket 57355, allowing the District to proceed with adding existing customers to its service boundary. Following guidance from the PUC, the amendment streamlines the process by revising the requested service area without requiring a new application. The revised application will add approximately 86.4 acres to the District’s CCN and ensure current customers in the area are formally incorporated into JCSUD’s service territory. This approach provides an efficient, no-additional-cost solution that supports service continuity and regulatory alignment while maintaining flexibility for future actions if needed.

The Board also approved the acquisition of approximately 1.8 acres of land for the Pressure Plane 8 Pump Station Improvements project, supporting critical infrastructure expansion to meet current and future system demands. The site, located along FM 917 near the Silo Mills development, will accommodate a new 2-million-gallon ground storage tank and pump station, as well as space for future expansion. The property was identified through coordination with the developer and exceeded the minimum acreage required for the project. The acquisition will be offset through Impact Fee credits to the developer, reflecting a strategic and cost-effective approach to securing land for essential water system improvements.
