[ARCHIVED] JCSUD General Manager Announces Retirement, Interim General Manager Named

Pete KampferPete Kampfer, General Manager of JCSUD, announced his retirement after over 35 years of management and business experience. His primary emphasis areas included fiscal strength and sustainability, economic development, and water utility resource development. He previously served as the General Manager of the Brazos Regional Public Utility Agency (BRPUA) in Granbury, which primarily manages and operates the water treatment plant on Lake Granbury to provide drinking water to JCSUD and Acton MUD for Johnson and Hood county residents. Kampfer has extensive experience in utility administration, having served as City Administrator in Hamilton and Colorado City, Texas, Oberlin, KS, Alamosa, CO, and Raton, NM.

Since joining JCSUD in March 2020, Kampfer has guided the District through the COVID-19 pandemic, enhanced safety and training programs, system development and capital improvement projects, water loss mitigation efforts, rebranding and culture enhancement, improved customer service resources, and development of an internal engineering department. 

Josh HowardJoshua Howard has been appointed by the Board as Interim General Manager, effective June 1, 2024. Howard has served as JCSUD’s Deputy General Manager since 2021, overseeing the finance, human resources, information technology, and advanced metering infrastructure (AMI) departments. He has also previously served in other roles within the District as Finance Manager, Utility Services Manager, and Customer Service Manager. His initiatives are to enhance compliance, financial sustainability, transparency, and service delivery to benefit customers and stakeholders. Howard holds a Bachelor of Science in Accounting and a Master of Business Administration and is a Certified Public Manager. 

Under the direction of the JCSUD Board of Directors, as General Manager, Howard will oversee operational management, financial health, regulatory compliance, and customer service, ensuring efficient and sustainable water service delivery while implementing the board's policies and strategic goals. This role involves supervising staff, maintaining infrastructure, managing budgets, and engaging with the community and stakeholders.
