The District Board of Directors met on Tuesday, July 16, 2024, at 4:30 PM.

Communications Manager Sinclaire Newby presented the results of the 2024 Customer Survey. The survey responses indicated an 87% customer satisfaction rate, a 3% increase from 2023. The District will utilize the information received through the survey during budget planning workshops to assist in resource allocation and continue improving tools and services provided for customers.

Finance Manager Lauren Peterson summarized the 2024 mid-year budget analysis using January through June’s financial data. The District is on track to achieving its 2024 financial goals, meeting 51% of 2024 Budgeted Net Income. With projections showing a 3% overage on budgeted revenues and a 6% reduction in budgeted expenses, the District is forecasting net income of approximately $6,700,000 compared to the budgeted net income of approximately $4,600,000, a positive variance of $2,100,000. Providing this financial outlook mid-way through the year allows the District to stay fiscally responsible as it proceeds through the second half of 2024, supporting the JCSUD vision with financially relevant information. Using the most up-to-date projections allows JCSUD to continue serving customers by providing up-to-date and sustainable infrastructure, exceptional water quality and service, and a satisfactory customer experience while maintaining financial resiliency. 

The Board of Directors voted to accept the 2023 JCSUD Profit Sharing Plan and 457 Retirement Plans Audit prepared by George, Morgan, and Sneed, P.C. The audit reports reflected an unmodified opinion and indicated accordance with Generally Accepted Accounting Principles (GAAP). This audit is an accountability document that ensures employee funds are appropriately handled, and proper internal controls are in place. 

The Board of Directors voted to award Parkson the headworks expansion project to replace the drum screen at the wastewater treatment plant. The current drum screen has been in operation for 21 years and cracked in May 2024. The 2024 Wastewater Capital Improvement Project budget included an item for the Wastewater Treatment Plant Expansion Project, budgeted at $75,000. Parkson will provide parts and assistance to the wastewater operations staff to replace the drum screen and ensure the new parts are installed correctly to maintain efficient operations at the wastewater treatment plant. 

The Board of Directors voted to name Joshua Howard as JCSUD's General Manager. Howard has served as JCSUD’s Interim General Manager since June 1, 2024, and has been Deputy General Manager since 2021, overseeing the finance, human resources, information technology, and advanced metering infrastructure (AMI) departments. He has previously served in other roles within the District as Finance Manager, Utility Services Manager, and Customer Service Manager. His initiatives are to enhance compliance, financial sustainability, transparency, and service delivery to benefit customers and stakeholders. Howard holds a Bachelor of Science in Accounting and a Master of Business Administration and is a Certified Public Manager. Under the direction of the JCSUD Board of Directors, as General Manager, Howard will oversee all District operations, governance, activities, financial accountability, system development and planning, system operations, communications initiatives, and vision planning.

The Board of Directors recognized JCSUD employee Hannah Hill with her Employee Appreciation Pin for her five years of service with the District.
