The District's Board of Directors met on Tuesday, August 20, 2024, at 4:30 PM.
Human Resources Manager Sarah Birchmeier presented the 2024 JCSUD Employee Engagement Survey results. The survey aims to improve company culture, morale, and engagement and create development opportunities. Based on responses, the Net Promoter Score (NPS), the leading metric for measuring loyalty and satisfaction, was 33. An NPS score above 20 is ideal, with the average for the water and wastewater utility industry being 27. Results will be used for budgeting and planning for 2025 as the District considers new benefits to add or adjust.
The Board of Directors voted to award the Skyline Drive waterline extension project construction contract to LeeTech Services, LLC. This project is related to the sale/transfer/merger between Johnson County Special Utility District (JCSUD) and Skyline Drive Landowners Association (Skyline LOA), approved by the Public Utility Commission in July 2024. The project consists of approximately 2,270 linear feet of 4-inch waterline with fittings from Clearview Drive along County Road 915 to and along Skyline Drive. The District received six bids for the project, ranging from $143,447.20 to $341,942.40. The lowest bidder was LeeTech Services, LLC. The contract time for this project is forty-five (45) working days or approximately two (2) months. LeeTech Services, LCC has been vetted and approved as a contractor for the District. The District budgeted $150,000 for this project in the 2024 CIP Budget.
The Board voted to approve the General Manager to finalize the Developer At Risk Agreement and allow District Staff to enter into the Developer At Risk Agreement on Pressure Planes with high growth and large infrastructure needs. The Board also voted to approve the Memorandum of Understanding to develop a potable water cooperation among Johnson County Special Utility District and the City of Cleburne. The Board voted to approve District staff to negotiate the land acquisition for Pressure Plane 3 and approve the General Manager to execute all necessary documents for the land acquisition.
