The District Board of Directors met on Tuesday, November 19, 2024, at 4:30 PM.
The Board of Directors has approved a project to upsize approximately 1,540 linear feet of a planned 12-inch C900 water line to a 16-inch ductile iron (DI) water line along County Road 1003A to be funded through Impact Fee funds with a not-to-exceed amount of $199,998. The decision aligns with JCSUD's commitment to supporting growth and ensuring reliable water service, as upsizing water lines can enhance fire flow capacity, reduce head loss during peak demand, and support future growth. The 16-inch water line also addresses a key Capital Improvement Project (CIP) from the District's Water Master Plan (Project 40) and an Impact Fee project identified in the 2022 Impact Fee Study (Project 35). This collaborative effort involves three developments—Hadley Farms, Fox Hollow, and Hunter Park—that are coordinating the installation of a 12-inch water line along Hadley Road. Hadley Farms will extend the line from CR 1003A to CR 907 (E Godley Ave), while Hunter Park will continue to their development on Highway 171. Fox Hollow has entered into a reimbursement agreement with the other developers. The decision to upsize a portion of the Hunter Park water line to 16 inches will directly benefit the area's long-term infrastructure needs.
Along with the upsize of the water line, the Board of Directors voted to approve the upsize of a 12-inch tee to a 16-inch tee at the intersection of CR 1003A and CR 907 for the Hadley Farms development off-site water line and fund the upsize from the Impact Fees funds with a not-to-exceed amount of $32,920. During the review of the overall plans for Hadley Farms, it was determined that the 12-inch tee being installed at the intersection of CR 1003A and CR 907 would need to be upsized to a 16-inch tee for the 16-inch ductile iron (DI) waterline being proposed for Hunter Park development The upsize is a portion of the JCSUD Water Master Plan project number 40 and Impact Fee project number 35.
The Board of Directors also approved the upsizing of approximately 1,760 linear feet of an 8-inch water line to a 12-inch water line within the Chisholm Oaks development along County Road 919 at a cost not-to-exceed $53,374 funded by Impact Fees. This infrastructure enhancement supports future growth, improves fire flow capacity, and reduces head loss during peak demand. The upsized water line corresponds to Master Plan project number 34 and Impact Fee project 29, making it a strategic investment in the District's long-term water service reliability.
The Board of Directors voted to approve the submittal of the Certification of Convenience and Necessity (CCN) amendment application to the Public Utility Commission (PUC) for the Joshua Creek Development and areas already serviced in the Highland Pointe Addition. The Joshua Creek Development, located on County Road 915 east of Skyline Drive in Joshua, spans approximately 443 acres and is planned in five phases, accommodating 1,400–1,800 connections, with Phase 1 nearing plan approval for 192 connections. The entire development currently lies outside JCSUD's CCN boundary, but it has submitted a letter of intent requesting JCSUD service. While preparing the PUC application, JCSUD staff identified that not all of the Highland Pointe Addition, an area serviced by the District since 2000, was included in the JCSUD CCN. To update boundaries and improve service coordination, JCSUD will include the entire Highland Pointe Addition in the CCN amendment application.
