The District Board of Directors met on Tuesday, December 17, 2024, at 4:30 PM.

For the 2025 JCSUD Board of Directors Election, names of candidates were drawn during the Board Workshop to determine their place on the ballot. Additionally, the Board of Directors approved the appointment of Anita Hamilton as the 2025 Election Judge and the appointment of Dana Collier as the District's 2025 Election Agent. 

The following individuals will be listed on the ballot for the election:

  • Craig Cheyne of Grandview
  • John Waldrip of Joshua
  • Ronnie Nichols (Incumbent)
  • Gene Petross (Incumbent)
  • Mike Bowles (Incumbent)
  • Gary Giesen of Godley

The Board of Directors received an update from engineering firm eHT on the design progress of the new Reverse Osmosis (RO) Water Treatment Plant. The presentation highlighted key design components, including plant layout, treatment processes, and infrastructure plans to enhance water quality and supply. The Board was briefed on project timelines, projected costs, and next steps. This project marks a significant move toward securing JCSUD’s long-term water needs while supporting the District's continued growth.

The Board of Directors approved Asterra to perform leak detection services utilizing satellite imagery. As part of JCSUD's ongoing efforts to reduce water loss, the Water Operations staff continues to seek innovative and alternative leak detection solutions. Asterra will use GIS data to analyze approximately 350 linear miles of waterlines within pressure planes 8, 18, and 19. Based on this analysis, Asterra will identify potential leak locations within these pressure planes, referred to as "points of interest," that JCSUD staff will monitor and track. This technology offers a non-invasive, wide-area detection method that can enhance JCSUD’s ability to locate and address leaks more efficiently. Additionally, Asterra will provide guidance on best practices for field inspection protocols to support effective leak investigation and resolution. 

The Board of Directors voted to approve the purchase of ClearGov Budget Software. After receiving presentations from two leading government budget software providers, the JCSUD Finance Department recommended entering into a contract with ClearGov to enhance the District’s budget planning process. ClearGov will integrate with JCSUD's current financial system, offering real-time and historical budget data while enabling collaborative budgeting across departments. Key features include workflow management, task assignment, deadline tracking, and feedback capabilities, reducing reliance on Excel and minimizing errors. The software includes operational, personnel, and capital budgeting modules, a digital budget book feature, and transparency tools, supporting efficient budget development and integrating the required criteria for the Government Finance Officers Association (GFOA) Distinguished Budget Presentation Award. This strategic investment equips JCSUD with the tools to build accurate budgets and strengthen financial planning.
