The District Board of Directors met on Tuesday, August 19, 2025, at 4:30 PM.

Human Resources Manager, Sarah Birchmeier, presented the 2025 JCSUD Employee Engagement Survey results. The survey aims to improve company culture, morale, and engagement. Based on responses, the Net Promoter Score (NPS), the leading metric for measuring loyalty and satisfaction, was 35, which was an increase from 33 in 2024. An NPS score above 20 is ideal, with the average for the water and wastewater utility industry being 27. Results will be used for budgeting and planning for 2026 as the District considers new benefits and professional development opportunities to add or adjust for staff. 

The Board held a Public Hearing to discuss the 2025 Impact Fee Study and maximum assessable Impact Fee. Kimley-Horn staff provided a brief recap of the maximum assessable Impact Fees for water and wastewater, described the methodology for calculating the fees, and compared Impact Fees of similar utilities in the state. The Board of Directors voted to adopt Resolution 2025-04, which adopts the Impact Fee Study. While the maximum assessable Impact Fee for water is $13,462, the Board voted to set the collectable Impact Fee amount at $10,750, to show partnership with the development community while remaining committed to protecting existing customers’ rates. The wastewater Impact Fees remained unchanged from 2023. Impact Fees help fund infrastructure in a way that is fair but ensures that growth pays for itself, manages growth in a more planned and sustainable manner, and contributes to the long-term financial stability of the District.

The Board of Directors voted to accept the 2024 JCSUD Profit Sharing Plan and 457 Retirement Plans Audit prepared by George, Morgan, and Sneed, P.C. The audit reports reflected an unmodified opinion and indicated accordance with Generally Accepted Accounting Principles (GAAP). This audit is an accountability document that ensures employee funds are appropriately handled and that proper internal controls are in place. 

The Board of Directors voted to approve Viking Industrial Painting (VIP) to paint and rehabilitate Plant 24 through BuyBoard Contract #761-15. Plant 24, a 500,000-gallon elevated spheroid storage tank located in the Alvarado area, was identified as part of the 2025 Capital Improvement Project list, which includes six plant sites in need of tank painting or rehabilitation. VIP was selected after extensive evaluations and positive references, and will complete the painting of the tank’s interior and exterior, as well as replace the wet ladder and roof hatch. The project was allocated $550,000 in the 2025 CIP budget. 

The Board also voted to award the US 67/CR 805 Waterline Relocation Project to Pipe Crew LLC for an amount not to exceed $149,699. As part of TxDOT’s planned improvements along US 67, a conflict was identified between a proposed culvert and JCSUD’s existing 12-inch waterline. Under an existing Joint Use Agreement, TxDOT has agreed to fully reimburse the District for the relocation costs. Following a competitive bid process that drew eight bidders, Pipe Crew LLC was identified as the lowest bidder. 

The Board of Directors also voted to authorize the General Manager to make revisions as discussed in executive session and to sign and execute a wholesale water contract with the City of Arlington, which will significantly expand JCSUD’s water supply capacity for the region.
