The District Board of Directors met on Tuesday, September 16, 2025, at 4:30 PM.

The Board of Directors voted to approve Resolution No. 2025-05, adding a member to the Capital Improvement Advisory Committee (CIAC), in accordance with an update to the Texas Local Government Code, Section 395.058(b), which took effect on September 1, 2025. The update requires that at least 50 percent of the CIAC membership be represented by the real estate, development, or building industries. Ricky Roden of Godley, who has a background in development and real estate and is a member of the Johnson County Builders Association, was added to the CIAC. 

The Board of Directors voted to approve the 2026 benefit renewal with TX Health Benefits for employees' medical, dental, vision, and life plans. While the benefits plans are not changing, there is a 10% increase in medical costs due to rising expenses. The 10% increase is consistent with the marketplace for 2026. Dental, vision, disability, and life will remain unchanged from 2025.

The Board of Directors approved a consent item announcing the District’s next Election Day. In accordance with the Election Code, Election Day must be announced 122 days in advance, or no later than October 8, 2025. By resolution adopted on July 20, 2004, JCSUD established its Election Day as the first Saturday in February. The next Election will be held on Saturday, February 7, 2026.

The Board heard a presentation on the Compensation Survey Analysis conducted by JER HR Group. Over the past six months, JER HR Group conducted a comprehensive compensation survey for JCSUD. The study reviewed job classifications, internal pay equity, external market comparisons, and salary structures. Findings show JCSUD’s base pay is approximately 8% below market, with nearly 30% of employees currently below the new recommended minimum ranges. To address this, JER HR Group recommended adopting a new salary structure with broader pay ranges, replacing the current grade/step model. This approach will provide greater flexibility, improve market competitiveness, and support employee recruitment and retention. 

Based on the Compensation Survey Analysis, the Board heard a presentation on the General Manager’s recommendation to implement the salary adjustments in a phased approach. The plan would be implemented in phases, where Phase 1 adjusts salaries for employees below the new minimums, while Phase 2 provides targeted increases for employees to reflect experience, tenure, education, certifications, and equity within the range. Merit-based adjustments will follow in January 2026 as part of the 2026 budget. 

The Board also heard a presentation on updates to the JCSUD Personnel Policy. Following a thorough review throughout 2024 and the first half of 2025, JCSUD has updated existing policies and introduced new ones to reflect modern workplace practices and regulatory changes. The proposed changes are designed to strengthen internal policies, support a positive workplace culture, remain competitive in the market, and ensure JCSUD remains compliant with current with state and federal regulations. 

No action was taken on the Compensation Survey Analysis or Personnel Policy. District staff will continue to work with the Board’s Executive Committee to review the updates and bring the items forward in the coming board meetings for further consideration and possible action.
