The District Board of Directors met on Tuesday, October 21, 2025, at 4:30 PM.
The Board of Directors heard a workshop presentation from Garver Engineering regarding their Transmission Line Condition Assessment. In March 2025, JCSUD partnered with Garver Engineering to conduct a comprehensive condition assessment of the District’s nearly 50-mile transmission pipeline system. This evaluation aimed to better understand the structural integrity, risks, and long-term needs of the system to improve future planning and resource allocation. The west side transmission line from Plant 17 to the Brazos Regional Public Utility Agency on Lake Granbury was identified as the top priority due to its age and history of frequent failures. Garver’s report included recommendations for targeted inspections, valve installations, and eventual pipe replacement. These findings will help JCSUD proactively address system vulnerabilities, minimize unplanned outages, and enhance service reliability for customers, while guiding future budget planning and capital improvement priorities.
The Board voted to approve a one-year contract with Novo Solutions for asset management software. To enhance reliability, efficiency, and long-term sustainability, JCSUD staff recommended the adoption of Novo Solutions as its new Asset Management platform. Novo Solutions offers a comprehensive suite of tools to better track and manage assets across JCSUD’s system, including preventive maintenance scheduling, work order management, fleet tracking, GIS integration, and cost reporting features that will improve operational efficiency and budget planning. The first-year implementation cost is $15,095, which includes setup, training, and annual user licenses, with subsequent years projected at $9,095 for ongoing licensing and support. This initiative will provide a more proactive approach to asset management, ensuring more efficient operations, reduced unplanned downtime, and stronger long-term planning for infrastructure investments.
The Board approved a contract with Viking Industrial Painting through BuyBoard Contract #761-25 to paint and rehabilitate Plant 16 and Plant 18 as part of the District’s 2025 Capital Improvement Projects. These projects are essential to maintaining the integrity and longevity of JCSUD’s water storage infrastructure. Plant 16, located in the Alvarado area, includes a 200,000-gallon ground storage tank, while Plant 18 in Rio Vista includes a 100,000-gallon ground storage tank and a 5,000-gallon pressure tank. The approved work includes interior and exterior painting and rehabilitation, with completion expected within 180 days of project initiation. The total cost is $253,300 for Plant 16 and $360,555 for Plant 18, both within the 2025 budget allocations.
The Board also approved updated salary ranges and career ladders for JCSUD employees, effective November 1, 2025. This update follows a comprehensive compensation survey conducted by the JER HR Group, the first since 2019, to ensure JCSUD’s pay structure remains competitive and aligned with market standards. The JCSUD General Manager and Human Resources Manager worked internally to tailor the compensation survey specifically to the District’s unique structure and operational needs, ensuring the results were directly applicable and actionable for JCSUD. The new salary range system replaces the previous step-and-grade model, providing greater flexibility to reward high performers and support employee growth. In addition, the introduction of career ladders establishes clear pathways for advancement based on education, tenure, and certifications, and addresses employee feedback, reinforcing JCSUD’s commitment to professional development and retention. The total financial impact of these adjustments is approximately $33,075, which is fully covered within the 2025 budget.
