The District Board of Directors met on Tuesday, November 15, 2022, at 4:30 P.M.
The Board of Directors approved the JCSUD 2023 Annual Budget. The final draft of the budget was the product of several months of diligent work by the District staff and Board of Directors. The budget demonstrates fiscal responsibility to maintain water rate stability during an uncertain economy, all while applying strategic planning to manage growth and implement capital improvements on a timely basis.
Director Ronnie Nichols was recognized during the Board Workshop for over 40 combined years of service to the District as an employee and director. He received a gold tie tack with diamonds to reflect each five-year tenure of service. The District is grateful for his dedication, leadership, and many contributions to the company.
The Board approved including the Engineering Project Design for Plant 21 - Phase 2 into the Contribution in Aid of Construction (CIAOC) for Pressure Plane 8 to increase the cost per connection to $1,827. This update stems from the need for additional infrastructure at Plant 21 to serve the pumping capacity of Pressure Plane 8 as growth has continued to come into the pressure plane. Based on the improvements needed at Plant 21 and the increase in cost for the Pressure Plane 8 project, this update to the Pressure Plane 8 CIAOC reflects the project's actual cost. The District would continue to apply the system development fees ($4,060) within Pressure Plane 8 towards the total project cost.
Additionally, the Board approved updating the CIAOC for Pressure Plane 13 (PP13) by increasing the cost per connection to $2,441.32. While Kimley-Horn (KH) has been preparing the Water Master Plan, KH proposed moving forward with the improvements to PP13 to align with the Water Master Plan and growth projections. When the CIAOC was initially set up in 2021, it was established as a per-connection fee of $1,832.65. With the projected project cost increasing to $34,626,500, the updated PP13 CIAOC project’s total cost will be updated from $25.2M to $34.7M. The contribution amount would be decreased by the CIAOC already collected, and the remaining contribution for the project would be $31,954,432.30.
The Board approved KH to provide Project Design for the Pressure Plane 34 Interconnect Project. As part of the Water Master Plan, KH is investigating different ways to operate the pressure planes to share capacity between them. This interconnect would allow JCSUD to account for a portion of the new EST in PP08 towards PP34. KH estimated the project design to cost $149,000 and approximately four months to complete plans and specifications, with the estimated cost of the interconnect to be $360,000.
The Board awarded Day Services the Construction Contract for the CR 401 Waterline Replacement Project. This project involves replacing 2,315 LF of 3-inch waterline and fittings to help improve low pressure in the area during peak demand times. The District received ten (10) bids, with the lowest bid received from Day Services, LLC, for $220,742.83. This project has a contract time of 60 calendar days (2 months).
