January 23, 2023 – Press Release – Joshua, TX

The District Board of Directors met on Tuesday, January 17, 2023, at 4:30 P.M.

Kimley-Horn updated the Board of Directors on the Impact Fee process and provided an “Impact Fee 101” training in preparation for the Impact Fee implementation and adoption process. The presentation outlined the Impact Fee process, roles of the Board and the Capital Improvements Advisory Committee, Impact Fee concepts, components, and frequently asked questions, and discussed the 2023 implementation and adoption schedule.  

The Board of Directors approved Westwood (Formerly Pacheco Koch) to begin the design of the Pressure Plane 08 – Plant 21 Phase 2 pumping improvements. The improvements stem from the need for additional infrastructure at Plant 21 to serve the pumping capacity of Pressure Plane 08 as growth has continued to come into the pressure plane. Phase 2 design will be funded by the Pressure Plane 08 Contribution in Aid of Construction fees. This project involves a new pump station with two 1,210 GPM pumps and additional pump slots for future growth. 

The Board of Directors approved the scheduling of the Public Hearing for the Impact Fee – land Use Assumptions and Capital Improvement Project List for March 21, 2023. State Legislation requires any entity adopting Impact Fees to hold a Public Hearing to review the proposed Land Use Assumptions and Capital Improvement Program Project List. The proposed March 21, 2023, date coincides with the regularly scheduled JCSUD Board Meeting. As part of the hearing, District staff will advertise the Public Hearing in the local newspaper 30 days before the scheduled hearing date.

District staff continues prioritizing active leak control practices and procedures in identifying water loss and the corresponding strategies to reduce leakage. The Operations and AMI Departments have significantly reduced water loss over the last 300 days, with the Total Water Loss rolling average percentage dropping from 17.94% in February 2022 to 13.76% in December 2022. Through this continued effort, JCSUD will increase revenues and benefit from the extension of sustainable water supplies, reduced operating costs, improved system hydraulics and District efficiency, and improved environmental stewardship. 

 The JCSUD staff also noted that the community of Joshua will have ongoing construction and related delays in the vicinity of Joshua Main Street. The project's scope of work consists of installing approximately 7,500 linear feet of 16-inch waterline from January to April 2023.  The waterline will start at the elevated water tank on North Main Street and run south along Main Street to Main Street and Broadway (HWY 174).
