The District Board of Directors met on Tuesday, February 21, 2023, at 4:30 P.M.

Returning directors Glen Walden and Harry Shaffer were administered the Oath of Office for a new three-year term beginning February 2023 through January 2026. The Board also conducted nominations and elections of JCSUD Board Officers, with Glen Walden elected as President, Gene Petross as Vice President, and Ronnie Nichols as Secretary/Treasurer. The newly elected officers will serve one-year terms.

The Board of Directors adopted an order authorizing the issuance and sale of the District's Revenue Notes, Series 2023. In 2019, the District began pursuing a Live Oak Bank Loan through the USDA Water and Environmental Program to secure 1926(b) protection, which aids the District in protecting its Certificate of Convenience and Necessity (CCN). The Live Oak Bank Loan will be utilized to fund the District's portion of the Plant 16 Fill Waterline Project. 

The Board of Directors approved Resolution 2023-01 to proceed with the Skyline Drive Landowners Association (LOA) sale/merger/transfer needed 4-inch waterline Capital Improvement Project. In 2021 the Skyline Drive LOA inquired JCSUD to incorporate their Certificate of Convenience and Necessity (CCN) into the JCSUD CCN due to an aging groundwater plant. In November 2022, the Public Utility Commission (PUC) began reviewing the District's sale/transfer/merger application. The project will install approximately 2,230 linear feet of 4-inch waterline with an estimated cost of $150,000 to be funded from the 2023 JCSUD Annual Capital Improvement Project (CIP) Budget. The project is estimated to have a start date of March 8, 2023, and a completion date of October 11, 2023.

The Board of Directors approved upsizing an 8-inch waterline along CR 1001 (aka Railroad Street) to a 16-inch waterline for the Still Water Lakes Estates to be funded from the Pressure Plane 13 Contribution in Aid of Construction funds not to exceed $250,000. This upsize was determined to be a required component of Phase 3 of the Pressure Plane 13 improvements and will help accommodate future growth, fire flow requirements, and other CIP projects listed in the Water Master Plan. 

The Board of Directors approved an amendment to the District's Leak Adjustment Policy. With the ability to capture real-time data on customers' daily water meter usage through the Advanced Metering Infrastructure (AMI), the Leak Adjustment Policy was updated so if the customer meter is reporting to AMI, the entire volume of the leak will be adjusted from the customer account for up to two months. The revised policy allows for any leak on the customer's side of the meter to be qualified, if they can show documentation of a water leak and if it has been fixed, including leaking toilets and water hoses accidentally left on. The revised policy also allows a payment plan to be set up for the remaining balance once the adjustment has been applied to the customer's account.  

The Board of Directors approved the Bad Debt/Collection Policy. The approved policy establishes uniform guidelines for determining which delinquent accounts should be considered bad debt and written off, then sent to a collection agency for further collection attempts. It will be utilized as an internal document to ensure that each department involved in the collection process follows the approved parameters and procedures to maximize debt collections.

The Board of Directors approved the 2023 Water System Master Plan as prepared by Kimley-Horn. The plan is developed to provide the District with an understanding of the current water system, the anticipated growth, and the required improvements to serve the anticipated growth. The goal of the Water Master Plan is to develop a plan for the District to improve domestic service and fire flow capabilities to their current customers and to serve future projected residential and commercial developments. The planning timeframe for the master plan was 25 years, beginning with 2022 through 2047.
