The District Board of Directors met on Tuesday, April 18, 2023, at 4:30 P.M.

Pete Kampfer, General Manager, provided an update on recent and upcoming projects, including the completion of the JCSUD System Design Standards and Specifications document, the development of the JCSUD Strategic Wastewater Master Plan three-year maintenance list, long-term financial planning, and the continuation of the Water Master Plan roll-out. He also reported on the JCSUD managers who attended the Texas American Water Works Association conference in Houston from April 12-14. Managers attended informational sessions and presentations, met with existing and potential vendors, and showcased a poster of the JCSUD Water Master Plan submitted and presented by Kimley-Horn Engineering for the conference’s poster session. 

The Board of Directors accepted the 2022 Annual Comprehensive Financial Report and the Independent Auditors Report presented by George, Morgan, and Sneed, P.C. Every year, JCSUD is required by State law and debt covenants to publish a completed set of audited financial statements. The District received an unmodified opinion, and the financial statements were presented fairly in all material respects and were in accordance with generally accepted accounting principles. The audit reflected a total net position increase of $16,528,281, from $103,392,220 in 2021 to $119,920,501 in 2022. This increase is largely due to the construction of new water and sewer projects and capital contributed by developments. In the presentation of the audit, the District was also recognized for receiving a Certificate of Achievement for Excellence in Financial Reporting for the 2021 Annual Comprehensive Financial Report. This certificate is the District's 9th year in a row to receive this prestigious award from the Government Finance Officers Association. This certificate is presented to entities whose audits show transparency and full disclosure of their financials. 

The Board of Directors voted to approve funding the Plant 16 Fill Line Project from the District’s General Reserve funds. This project was initially planned to be funded by a USDA-guaranteed federal loan through Live Oak Bank. During the closing phase of funding, Live Oak Bank discovered that USDA requires the project to meet the new Build America, Buy America Act requirements. Due to USDA’s newly imposed requirements, JCSUD will pursue funding the Plant 11 one million-gallon ground storage tank included in the Pressure Plane 13 Improvements as part of the 2022 Water System Master Plan through a new financial institution specializing in USDA-guaranteed federal loans. 

 The Board of Directors recognized JCSUD employee John Longoria for his years of service to the District and presented him with a 20-year Employee Appreciation Pin.
