The District Board of Directors met on Tuesday, June 20, 2023, at 4:30 PM.
During the Board Workshop, Pete Kampfer, JCSUD General Manager, reported on current and upcoming projects, including the continued roll-out of the Water Master Plan, developments related to a new Reverse Osmosis plant, and updates on the progress of the 2023 Annual Customer Survey. He also highlighted the completion of the annual Consumer Confidence Report and the development of a Customer Packet for new JCSUD customers. District staff continues prioritizing active leak control practices and procedures in identifying water loss and the corresponding strategies to reduce leaks, indicated by the Total Water Loss rolling average percentage of 9.83% for May.
The Board of Directors held a Public Hearing on increasing wastewater rates effective July 24, 2023. The rate increase is required because of rapid inflation, increasing cost of services, and material-related expenses. JCSUD was assisted by NewGen Strategies & Solutions to perform a Wastewater Rate Study to analyze the effectiveness of wastewater revenues in covering wastewater operations and maintenance and annual capital expenses. The study revealed insufficient revenue to cover the necessary expenses needed to provide exceptional reliability and service to customers. JCSUD will continue to implement strategies to maximize the efficiency of resources to maintain rate stability.
The Board of Directors voted to set the Public Hearing date to discuss the 2023 Impact Fee Study and Max Assessable Impact Fee for August 15, 2023, to coincide with the regularly scheduled Board of Directors meeting. District staff will advertise the Public Hearing in the local newspaper 30 days before the scheduled hearing date. The Impact Fee Study Report and the Max Assessable Impact Fee will be presented to the Board by Kimley-Horn Engineering during the July 18, 2023, Board Workshop.
