JCSUD staff provided another "question and answer" session to respond to questions about Impact Fees that arose during Board and Capital Improvement Advisory Committee meetings. Staff answered questions about who will be required to pay Impact Fees, the Impact Fee process timeline, how current fees compare to proposed Impact Fees, and the difference between Impact Fees and Connection Fees.

The Board held a Public Hearing to discuss the 2023 Impact Fee Study and Max Assessable Impact Fee. Kimely-Horn Engineering staff provided a brief recap of the maximum assessable Impact Fees for water and wastewater, described the methodology for calculating the fees, and compared Impact Fees of similar utilities in the state. Kimley-Horn will give another presentation in October, and the Impact Fee amounts will be considered by the Board of Directors via resolution at the October board meeting.

The Board of Directors adopted an order authorizing the issuing and selling of the District's Revenue Bonds, Series 2023. Since 2019, the District has pursued obtaining a guaranteed loan through the USDA Water and Environmental Program to secure 1926(b) protection, which aids the District in protecting its Certificate of Convenience and Necessity (CCN). The loan will be utilized to fund the Pressure Plane 13 – Phase 1 Project, which will be a 1-million-gallon ground storage tank as part of the 5-year capital improvement plan listed in the 2022 Water System Master Plan. The approved Note Order delegates authority to the JCSUD General Manager, acting as Pricing Officer, to negotiate the sale of the Note and execute a Pricing Certificate that will contain the final terms of the Revenue Note.

The Board of Directors voted to award the construction contract for the Plant 11 1-million-gallon ground storage tank project to Preload, LLC. The District received two bids, with the lowest bid from Preload, LLC for $3,647,999.50. However, the project had a cost estimate of $3,120,000, which will be funded with the USDA-guaranteed loan. The Board approved to fund the difference of the project cost with District funds so as not to delay the loan processing for 1926(b) protection.

As required every two years, the Board of Directors appointed JCSUD Director Gary Giesen to fill its third seat on the mutually governed Board at the Brazos Regional Public Utility Agency (BRPUA) effective October 2023.

The Board of Directors recognized JCSUD employee Wes Hart with his Employee Appreciation Pin for his four years of service with the District.
