Application for Ballot by Mail (ABBM)
To be eligible to vote early by mail in Texas, you must:
- be 65 years or older;
- be sick or disabled;
- be out of the county on election day and during the period for early voting by personal appearance; or
- be expected to give birth within three weeks before or after Election Day; or
- be confined in jail, but otherwise eligible.
Instructions for submitting an Application for Ballot by Mail (“ABBM”):
- Print (PDF) the ABBM form
- OR submit an order online and an ABBM will be mailed to you
- OR call the JCSUD main office and request an ABBM be mailed or emailed to you. (See additional contact information below)
- Complete Sections 1 through 3.
- Section 4 under the Uniform Election Dates
- Check the Other Special Election
- Write in JCSUD BOD Election
- Sign and Date Section 5.
- If you were unable to sign the application and someone witnessed your signature, that person must complete Section 6.
- If someone helped you complete the application or mailed the application for you, that person must complete Section 6.
- Affix postage.
- If you printed the application you must place it in your own envelope and add postage.
- If you ordered the application online and it was mailed to you - fold the application in half, moisten top tab, seal and add postage.
- Address and mail the completed ABBM to JCSUD. You also have the option of submitting a scanned copy of the completed and signed application to JCSUD via email. If an ABBM is emailed to JCSUD, then the original, hard copy of the application MUST be mailed and received by JCSUD no later than the 4th business day after sending the ABBM via email.

NOTICE: Do not mail, fax, or email completed applications for Ballot by Mail to the Secretary of State Office. To ensure timely receipt, please send your completed application for a Ballot by Mail to JCSUD. Please note that the ABBM submitted to JCSUD is for the Uniform Election Dates-Other Special Election for JCSUD Board of Directors only.
JCSUD can begin accepting ABBM on January 1. All ABBM must be received no later than the close of business on the eleventh (11) day before Election Day.
Upon receipt of the original ABBM, the application is verified and approved. If approved, the Election Judge will then prepare the Ballot by Mail and send the ballot via US Postal Service to the applicant.
