CareShare
JCSUD's CareShare program is designed to assist eligible customers who are having difficulty paying their water utility bills due to unforeseen financial hardship. The number of customers that can be helped is based on donations. A voluntary donation amount of 8¢ appears on the water bill, and those participating include this small amount in their remittance. The small monthly donation from participating customers enables JCSUD to assist other customers who need a helping hand.
Sometimes we underestimate the enormity of poverty-stricken families living in our community. Customers can share in the joy of giving and helping those in need through participation in JCSUD's CareShare program.
Since CareShare began in July 2011, numerous customers have received assistance with their bills.
A customer who feels their situation may qualify for CareShare's temporary assistance with payment of their water bill (or a portion thereof) may contact JCSUD for evaluation to determine if assistance is appropriate.
CareShare Works
In 2011, the District created a benevolence program to help eligible individuals with billing assistance. JCSUD serves a population of nearly 65,000, and indeed, on occasion, we hear from those who are destitute or have encountered extenuating circumstances beyond their control. Since the program began, over 90% of customers have participated in working together to support the CareShare program.
Recipients aren't entitled to perpetual relief. The screening process is discrete and discerning to identify "unique" situations that truly merit a helping hand.
CareShare Cost
Today's program has no recurring administrative cost and requires no line-item budget. The program is funded by voluntary contributions. Collecting and accounting for contributions is automated. The program manages to maintain a modest balance in which distributions never exceed contributions. It is not big money, but it's working well to care for those who need it most. Anyone who decides to opt out can do so at any time.
Among the customers who participate, many appreciate knowing that their contribution is making a real difference to those who need it most. The adage "many hands make light work" is the lean, economic engine that runs the CareShare program. In this way, it makes you an equal partner as a contributor and a potential receiver.
Step 1. Qualifications
A CareShare pledge adjustment is applicable to residential customers who :
- Have a Standard 5/8 x 3/4 Meter, 3/4 Meter, or a 1-inch Meter, and have no more than two (2) end users.
- Participate in the CareShare Program for a minimum of 12 consecutive months.
- Have not used the CareShare Program in the last 24 months.
Commercial, Fire Hydrant, Fire Check Meter, Government, Industrial, Schools, Temporary, Wholesale, Emergency, Mobile Home/RV Park, and Multi-family (more than two (2) end users) accounts do not qualify for the CareShare Program assistance.
Step 2. Complete and Submit the CareShare Form
Completed the CareShare Form by one of the following methods:

Step 3. CareShare Availability
A CareShare pledge is available once every 24 months to customers who qualify for assistance. If a customer demonstrates a hardship within the 24-month period that expresses a hardship of catastrophic proportion, staff may consider other options and/or an exception to the once-in-a-24-month provision.
